Introduction to the First China-Asean Elite Scholarship

To enhance mutual understanding and friendship between the Chinese people and the people of ASEAN countries, and in response to the call from the leaders of China and ASEAN countries to promote people-to-people and cultural exchanges and strengthen educational cooperation and exchanges between China and ASEAN member states, the Chinese government has funded the establishment of the China-Asean Elite Scholarship to further consolidate the pillar of people-to-people and cultural exchanges in China-Asean relations and build a closer community with a shared future.

The China-Asean Elite Scholarship is specifically established for young professionals with work experience from ASEAN member states. The project funds are provided by the Chinese government through the China-Asean Cooperation Fund.

The China-Asean Elite Scholarship will support citizens of ASEAN member states to pursue master's or doctoral degrees, short-term studies or short-term group research programs in China, and fully cover the related expenses of the students' study or research in China.

I. Funding Category, Duration and Language of Instruction

Funding category: Outstanding young people from ASEAN member states with work experience who come to China to pursue master's or doctoral degrees, undertake short-term further studies, or participate in short-term group study programs.

Funding period: Corresponding funding periods are provided for students of different categories. Students receiving funding must complete their studies within the funding period. For details, please refer to the table below

The language of instruction is English. Applicants are generally required to choose English-taught programs and their English proficiency must meet the requirements of the applying institution and the relevant major.

Ii. Funding Content and Annual Review

Full scholarship, including: tuition fees, accommodation fees, living expenses, international travel expenses, one-time settlement fees and comprehensive insurance fees.

Annual review of Scholarships: The China Scholarship Council and the admitting institutions will conduct an annual review of the academic performance of scholarship recipients each year to determine whether they continue to be eligible for the scholarship. Students who fail to pass the annual scholarship review will be expelled from school or have their scholarship eligibility revoked.

Iii. Application Channels and Time

Applicants should submit their applications to the competent authority of ACYLS national focal points within the prescribed time. Outstanding lecturers and faculty members from ASEAN elite universities can apply through the Secretariat of the ASEAN University Network (AUN). The application period is generally from early January to March. Please inquire with the competent authorities of your home country for the specific application deadline.

Iv. Application Requirements

Citizens of ASEAN member states who are not of Chinese nationality (including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam).

3. Have an interest and a favorable impression of China and Chinese culture.

4. Educational qualifications and age requirements:

Those who come to China to pursue a master's degree must have a bachelor's degree and be no older than 45 years old.

Those who come to China to pursue a doctoral degree must hold a master's degree and be no older than 45 years old.

As an visiting student coming to China for study, one must have a bachelor's degree or above.

5. Must have more than one year of working experience in government departments, public or private institutions, universities, think tanks or similar social organizations;

6. Those with working or studying experience in China, or who have been engaged in exchanges with China or China-Asean relations, will be given priority.

7. Possess proficient English proficiency (such as IELTS 6.0 or above or TOEFL 80 or above)

8. Has not simultaneously received other scholarships from the Chinese government.

9. Meet other admission requirements for the relevant major of the applied institution.

V. Application Process

1. Applicants will be required to log in "the Chinese government scholarship to study in management information system" (after visit http://www.campuschina.org, click on the "Chinese government scholarship to study in management information system" icon into the system), fill out the online application information, and submit the application materials, submit an application online;

2. Applicants must prepare the corresponding materials in accordance with the requirements of the "Application Materials List" and submit the paper materials to the competent authorities of their home countries or the Secretariat of the ASEAN University Network within the prescribed time. The competent authorities of ASEAN countries and the Secretariat of the ASEAN University Network will review the qualifications of the applicants and submit the recommended candidates of their home countries to the Jakarta Joint Committee. The final recommended candidates will be determined through review by the Jakarta Joint Committee.

3. The China Scholarship Council only accepts applications from candidates recommended by the Jakarta Joint Committee and does not accept individual applications. The China Scholarship Council reserves the right to make necessary adjustments to the universities applied for by the applicants.

6. Application materials

Applicants must provide true and valid relevant documents in accordance with the requirements of the "Chinese Government Scholarship Management Information System for International Students in China", and upload clear scanned copies in the system. Application materials that do not meet the above requirements will affect the admission result of the applicant.

When submitting an application to the competent authority of their home country or the Secretariat of the ASEAN University Alliance, the applicant must submit the application materials in accordance with their relevant requirements.

Vii. Project Institutions and Majors

The China-Asean Elite Scholarship is currently offered by 33 Chinese institutions (the list of institutions is attached). Applicants must select 1 to 3 preferred institutions within the designated Chinese program institutions. The China Scholarship Council will arrange admissions based on the applicants' preferred institutions and majors.

Viii. Admission and Notification

The China Scholarship Council is responsible for arranging the admission to the schools that have approved the application for transfer. The China Scholarship Council reserves the right to make appropriate adjustments to the schools and majors chosen by the applicants based on the requirements for scholarship funding, the acceptance capacity of the scholarship institutions, the academic system requirements of the majors, and the applicants' conditions, and the admission results shall be determined by the schools.

The China Scholarship Council will notify the candidates of the scholarship results before July 31. The admitted institutions will issue the "Admission Notice" and the "Confirmation Form for Foreign Students' Study in China" (JW201 Form) to the students.

3. After coming to China, scholarship recipients are generally not allowed to apply for any changes to the admitted institution, major or study period clearly stated on the Admission Notice.

4. Scholarship eligibility will not be retained for those who fail to come to China for study within the admission period.

Ix. Changes to the admitted institution, major and Duration of study

After coming to China, scholarship students are, in principle, not allowed to change their admitted university, major or study period. If a change is truly necessary due to special reasons, an application must be submitted to the China Scholarship Council. The change can only be made after approval by the Jakarta Joint Committee.

1. Chinese Government Scholarship Application Form (in Chinese or English);

2. Notarized highest academic degree certificate. Texts in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

3. Academic transcript. Texts in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

4. Study or research plan in China. (No less than 500 words for visiting students and no less than 800 words for postgraduate students), written in either Chinese or English.

5. Recommendation letter. Applicants for pursuing a master's or doctoral degree in China or for studying in China as visiting students must submit two recommendation letters, including one from their institution and one academic recommendation letter, written in either Chinese or English.

Applicants under the age of 18 must submit relevant legal documents of their legal guardians in China.

7. Proof of English language proficiency (IELTS 6.0/ TOEFL 80 or above, or equivalent levels of other internationally recognized English proficiency tests);

Applicants who plan to study in China for more than six months must submit a scanned copy of the "Physical Examination Form for Foreigners" (keep the original by yourself. This form is uniformly printed by the Chinese health and quarantine department. The template is attached below and must be filled out in English). Applicants should strictly follow the items required in the "Physical Examination Form for Foreigners" for the examination. The "Physical Examination Form for Foreigners" is invalid if there are any missing items, if the applicant's photo is not attached, if the photo is not stamped with a cross-stitch seal, or if there are no signatures and seals from the doctor and the hospital. Given that the validity period of the examination results is six months, applicants are requested to determine the time for their physical examination based on this.

9. Personal resume (including personal background information and study and work experience after high school) (upload to "Other Supporting Materials" in the system).

The operation process of the Fifth Chinese Government Scholarship Management Information System

Step 1: Visit the "Study in China" website, click on the icon of "Chinese Government Scholarship Management Information System for International Students in China" to enter the application system.

Step 2: The type of study abroad program and the number of the accepting institution are mandatory fields in the "Chinese Government Scholarship Management Information System for International Students in China". Please select the "Class A" study abroad program type, and the handling institution number is "0025".

After the applicant fills in the form, the system will automatically display the name of the receiving department represented by the institution number filled in. There is a corresponding relationship between the types of study abroad programs and the numbers of the receiving institutions. If the information is filled in incorrectly, the scholarship receiving department will not be able to receive the online application information.

Step 3: Complete the entry of all application information one by one according to the list on the left side of the page and upload supplementary materials. Please ensure the accuracy, authenticity and validity of the information and materials.

There is a corresponding relationship between "discipline category" and "major". Only after the applicant has selected the correct "discipline category" can they choose the "major" included in the corresponding "discipline category". Step 4: Please carefully check all the information and supplementary materials before submitting the application.

Step 5: Before the application is accepted, the applicant can modify the submitted application by clicking "Withdraw and Modify Application". After an application is withdrawn, the applicant must resubmit it after editing; otherwise, the application will not be accepted.

Step 6: Click "Print Application" to download the application form.

Step 7: Submit the application materials as required by the competent authority of the domestic Elite Scholarship.

Applicants must complete all application information in either Chinese or English.

The Sixth Notice on Coming to China

I. Visa for China

Candidates who have qualified for the scholarship must, with copies of the Admission Notice, the Confirmation Form for Foreign Students to Study in China (JW201 Form), the original Physical Examination Form for Foreigners, and their valid ordinary passports, apply for a study visa to China at Chinese embassies (consulates general) or other Chinese visa authorities abroad (for those whose study period in China exceeds six months). An "X1" visa must be applied for. Those who have studied for less than six months can apply for an "X2" visa. Those who come to China holding other types of passports or visas or fail to present the above-mentioned documents as required will not be registered by the school and will not be able to go through the residence procedures in China.

All expenses incurred for applying for a visa to China shall be borne by the individual.

Ii. Registration, health certification and residence permit

1. Check-in and registration

Scholarship recipients must bring the Admission Notice, the Confirmation Form for Foreign Students to Study in China (JW201 Form), and the Physical Examination Form for Foreigners, among other documents, and report to the designated school on the date specified in the Admission Notice to complete the registration procedures. Those who are unable to report on time for any reason should directly ask for leave from the relevant school. Those who fail to report on time without the school's approval will be treated as having automatically given up their student status, and their scholarship eligibility will be automatically cancelled.

2. Health certification and residence permit

Health Certification: Scholarship students who plan to study in China for more than six months must, upon arrival in China, present their passports, the Admission Notice, the Physical Examination Form for Foreigners, and blood test results, among other documents, to the local health quarantine department of the school to obtain a health certification. Those who fail the "Physical Examination Form for Foreigners" will be required to undergo a physical examination again. Those who refuse to undergo a physical examination or are found to have diseases that are prohibited from entering China as stipulated by Chinese law will be ordered to leave the country and return to China within a specified period.

Residence Permit: After arriving in China, scholarship students must, within the time limit set by the visa authority, present their passports, the Admission Notice, the Confirmation Form for Foreign Students to Study in China (JW201 Form), valid health certificates and photos that meet the requirements to the local public security department of the school to handle the residence permit procedures.

Iii. Methods of International Travel Expense Funding

For master's and doctoral students, the China-Asean Elite Scholarship provides round-trip international airfare for their first visit to China and their return to China after graduation. Additionally, it offers round-trip international airfare for family visits at the end of each academic year during the scholarship period, excluding the graduation year. Students are required to purchase air tickets (economy class only) on their own in accordance with relevant regulations and apply to their schools for reimbursement of travel expenses with the original relevant receipts.

2. For visiting students, the China-Asean Elite Scholarship provides a one-time round-trip international airfare to the recipients. Students need to purchase their own air tickets (economy class only) in accordance with relevant regulations and apply to their schools for reimbursement of the airfare with the original relevant receipts.

3. For the trainees participating in the short-term study groups, the China-Asean Elite Scholarship will provide a one-time round-trip international airfare to the recipients. The air tickets (economy class only) will be purchased uniformly by the organizing university.
